Galactic UWP government codes.

I was reading some UWPs on

and noted that a lot of the government codes had letters. I know some of these in classic traveller referred to alien government types, but in this context were being used to describe imperial wilds. For example

Montezuma 2836 D5627Q6-5 B 204 Wi

I figure the "B" where a travel zone would normally be recorded means balkanised. But what does the Q for government mean? Shouldn't human governments use 0-F as codes? I gather these records follow the "Galactic" software's format, but I can't find any discussion anywhere of how that differs from "standard" Traveller notation.

I had wondered if that was the case, but if I look further down the list, I see

By the Traveller Wiki, these would be K'Kree worlds ...

Looking at the Bard website, I see:

Montezuma 2836 D562756-5 B204 Wi
Kide 3131 D68476A-8 Ag 220 Wi
Lefiguura 3132 X86856A-3 Ag Ni B110 Wi

So perhaps Q corresponds to government 5 and R corresponds to 6? Maybe the use of letters instead of numbers is to denote that these are TED governed worlds?
