Government types 0 and 7 lack in centralised control as a rule. Type 4 governments are answerable to their citizens and all democracies on Earth are, to some extent, capitalistic in nature. All the other governments place some controls on the economy to prevent power from accumulating in someone else’s hands. Note that this is the real rating, not what the planet claims. Both fascism and communism have controlled economies even though fascism frequently claims to be capitalistic to at least some degree. A plutocratic government will design shortfalls to boost profits, even though they are, in theory, capitalist.

Very low law levels indicate a far more free-wheeling society. Restrictive law levels usually mean more bureaucracy and red tape. Both of these tend to stifle initiative.

The less control those governed have, the more likely the government flaunts its power. In addition, a government that must answer to its people is generally more open or it will not get re-elected. A corrupt US politician will get a few buddies lucrative jobs or make an inside real estate deal. A corrupt Nigerian politico will become a man with a very large Swiss bank account.

More laws means more opportunity for sleazy judges and lawyers. The principle is one of “if all acts are legally prescribed, the greater the likelihood that a given act will be illegal, regardless of its necessity.”

Zhodani society is very honest overall because of cultural conditioning. The emphasis on education gives the Darrians a more honest approach. The Sword Worlds are full of strong men who feel they have a right to rule (read: do whatever the hell they want). The Federation is a corrupt third power who plays off one side against the other. Their government is also strongly autocratic as well.

My opinion (note that word) is that the Traveller economic system was wonky.

Only polluted high population worlds can be industrialized? Does that mean if you want to start a business you must first get a license to dump toxic waste (And if Rob Prior is reading this again, please no personal petty attacks like the time I mentioned this on the TML)?
And by the logic in Traveller, the most industrialized nations will never be rich either.
The best candidates on Earth for Industrial are India and China. Neither of which even comes close to Japan, German, the UK, let alone the USA
The most agriculturally productive nations are also the most industrial and rich
 
Option 1:
Once industry hits a certain level, the high levels of industrial development mean that lots of minor polutants become endemic.

There is no way to have a highly industrialised planet with clean fresh air that can be breathed unfiltered by humans.

Once people start wearing filter masks as a matter of course, the pressure to keep the environment clean becomes reduced - leading into a spiral of smog and acid rain.

Option 2:
If a planet contains a tainted or toxic atmosphere, industrial plants which set up and under much looser constraints about their level of environmental impact. Everyone is already wearing a mask, so why worry.

Costs are lower than the equivalent industry on a clean air world (subject to labour costs) which attracts more industry to the planet - again spiral until it is a heavily industrialised planet with poor air.

Summary:
If you want to play completely Canon, the poor air for industrialised world is a fact and doesn;t need to be justified. If you were making up your own universe creation random tables, you may chose to do them different (I definitely would), but that is a new kettle of Crayfish.
 
My interpretations plus examples of countries that are heading toward sthe relevant world designation -

Rich implies both industrialised and using that industry. (USA)

Industrial implies exporting a lot of industrial goods. (Korea)

Non Industrial implies importing a lot of industrial goods. (Portugal)

Poor implies very little production of any sort. (Ceylon)

Agricultural implies exporting food. (Australia)

Non Ag implies importing Food (Hong Kong)

(but yes I agree the economic system in Trav does not fully and accurately model a real world system)

We are on Hwy 319W, two miles east of Hwy 5 N (runs to Heeber springs). I'm about 13 miles from Jacksonville/LRAFB as ye drive). Take exit 16B (5 North) to Hwy 319, turn right, 2miles on the right. I work swing shifts Sun-Fri. 2300-0730 at Campp Robinson (a 38 mile drive fer me).
