6 As owning world - 1, or - 3 if not known
Government types 0 and 7 lack in centralised control as a rule. Type 4 governments are answerable to their citizens and all democracies on Earth are, to some extent, capitalistic in nature. All the other governments place some controls on the economy to prevent power from accumulating in someone else’s hands. Note that this is the real rating, not what the planet claims. Both fascism and communism have controlled economies even though fascism frequently claims to be capitalistic to at least some degree. A plutocratic government will design shortfalls to boost profits, even though they are, in theory, capitalist.
Law Level

A+ - 1
F+ - 2
Very low law levels indicate a far more free-wheeling society. Restrictive law levels usually mean more bureaucracy and red tape. Both of these tend to stifle initiative.
Zhodani World - 2
Sword World +1
Darrian World - 1
Zhodani and Darrian societies have a collectivist bent, tending to regard citizens as groups rather than individuals. The Sword Worlds have a more freewheeling frontier mentality
Starport A +1
Any large trading area is more likely to be capitalist (ex post facto). As an example, which port trades more: Leningrad or New York?
Honesty
2D6 + DMs
3- Crooked
Nothing gets done without “friends” in the right places. Nigeria
4-5 Corrupt
Many aspects of society involve bribes. UN
6-8 Cronyism
Typical government, some bribery is de rigeur. Mexico
9-10 Honest
There are measures taken to insure honesty. Most Western democracies
11+ Scrupulous
No funny business here. Punishments are severe for people who flout the law. Finland

6 As owning world - 1 or - 3 if not known
The less control those governed have, the more likely the government flaunts its power. In addition, a government that must answer to its people is generally more open or it will not get re-elected. A corrupt US politician will get a few buddies lucrative jobs or make an inside real estate deal. A corrupt Nigerian politico will become a man with a very large Swiss bank account.
Law Level
A+ - 1
More laws means more opportunity for sleazy judges and lawyers. The principle is one of “if all acts are legally prescribed, the greater the likelihood that a given act will be illegal, regardless of its necessity.”
Sample Interstellar Communities:
Zhodani +2
Sword Worlds - 1
Fed. Of Arden - 2
Darrian +1
Zhodani society is very honest overall because of cultural conditioning. The emphasis on education gives the Darrians a more honest approach. The Sword Worlds are full of strong men who feel they have a right to rule (read: do whatever the hell they want). The Federation is a corrupt third power who plays off one side against the other. Their government is also strongly autocratic as well.
