finding new stars

I recall reading that thre was a possibility that there could be a pathway directly accross some of the "rifts", (such as the whopper rimward of Corridor) and I got to thinking....just how do you find a planet or star to visit?
Does anyone know if there is a canonised "procedure" for finding new places to survay? Do the scouts use a visual reference device to "see" a potential system and them try to plot a jump to it, or is there another means of ditection/devination?

The megatraveller rules said that large PEMS systems could detect gas giants are the range of 1-2 parsecs. Ground passed or space teleescopes can easily find stars and plot their proper motions and distances. If you took readings from several observatories spread across a sector you should get enough info to plot a jump. They should also be able to spot the wobble in the star / blocking of the stars light by an orbitting gas giant (although smart scout crews carry fuel for the return flight just in case).
