Emperors vehicles...

...has a bunch of stats like: how hazardous it is to use the vehicle etc. The stats range from -5 to +5 and are generated by rolling 2D-7 as stated in the end of EV.

Now, my question is, how do I use these stats? I can't find any references as to how they're supposed to be used in gameplay...

Anyone knows how???

No clue, I had some T4 stuff (not EV) and it doesn't ring a bell. It strikes me as a kind of... actually it's hard to explain, an example might get the idea across better the kind of ideas it puts in my head.

Example: Hollywood Action Movie style - The hazard rating of a vehicle can be used as a saving throw anytime the vehicle is involved in a collision. Just roll 8+ on 2D6 with a DM for the hazard rating to avoid . In Hollywood Action Movies most vehicles have a DM of +5 since they always blow up at the slightest provocation (roll 13+ to avoid destruction). The only exception to this rule is the Action Hero's vehicle which has a DM of -5 (roll 3+ to avoid destruction) and even if it fails will only blow up and burst into flames after the star has calmly walked a safe distance away.

Other (less extreme) ideas are also possible. Like a repair incidence on failure (tire change, belt change, burnt out light... as mild faults for example) and the resulting need for fixing it.
