I'm trying to figure out a good way[*] for the Lanth subsector to be organized. According to GT:Nobles, there is no Duke of Lanth, which seems perfectly reasonable to me, since the total population of Lanth is about 2% of the least populous subsector that IS an Imperial duchy. It simply doesn't have enough potential power (i.e. tax base) to be a credible duchy.

[*] And by 'good' I mean 'believable'. It can be an incredibly messy Rube Goldberg setup for all I care, as long as it's something the Imperium might have had reason to cobble together.​

But then what? At the moment I'm leaning towards making the corewards worlds (down to Pirema) an oversized county under Regina (County of Extolay or County of Dinomn (Extolay has bigger population, Dinomn is more centrally located)) and the trailing worlds one or two counties under Rhylanor. There remains the small cluster of worlds around Lanth itself (Lanth, Ghandi, D'Ganzio, and the three interdicted worlds). Would it be plausible that those six worlds were administered by the Imperial Navy? Remember that Lanth is supposed to be the subsector capital. How would that work?

I might be inclined to make the Lanth Cluster a barony (Barony of Lanth or Barony-March of Lanth), and, to the extent that the Barony is attached to a Marquisate, County, or Duchy, attach it to the most important M/C/D that it borders on.

As it grows, the Barony might be upgraded to a Marquisate, then a County, then a Duchy, with individual worlds being peeled off as subordinate fiefs. Naturally, fostering such growth would be in the interest of the Baron-who-wants-to-be-Duke, and ultimately in the interests of the Imperium-as-a-whole (i.e., the Emperor), so I'd expect the Baron of Lanth to be a real go-getter.
 
Lanth would be a march of Regina; probably a county. Several worlds are big enough to rate barons.
