Colony Worlds

Using other bits of the UWP, what might we be able to infer about worlds with a government code of 6, i.e. "captive government/colony" worlds?

When is a world likely to be a colony versus a conquered world?

What is a "colony/captive" world with a high population?

Brainstorms welcomed.
 
I don't think you can know anything with a high probability. For example, WW2 Germany conquers France. You would expect Germany to impose a high Law Level to restrict the resistance and access to weapons. So a high Law Level could indicate a captive government.

Then I thought about Somalia. If a neighbor took over Somalia, it would be impossible and unnecessary to impose a high Law Level on that society. Everybody has everything in terms of weapons – the Government just needs to be the biggest dog in the pack.

So a high or low Law Level is possible for a captive government.

CAPTIVE: China under Japanese occupation. Expect brutal oppression.

COLONY: Pre-revolutionary America. Expect talk of full equality or independance.
