The pdf discusses a possible floating colony on Venus, and the use of "rugged telerobot(s)" on the surface for exploration and resource extraction.

This study (dated 2003) contains IMO some quite interesting information, and immediately reminded me of Robin/Aramis. Hope you enjoy!

Interesting. Also somewhat bizarre to think that the asteroid belt is actually closer to Venus (in terms to travel time) than the Earth...
