On page 97 and 553 it says:
I don't understand how to use the Cadet rule. I'm assuming this is something like a military boarding school in place of High School then followed by College/University.
The closest thing I can think to do is use the Service School table on page 100 and ignore the Commission reward at the end of the term then start the character in the regular Naval or Military Academy with commission after that. Otherwise you wind up with a 15 year old officer.
Although in the movie Master & Commander with Russell Crowe the Midshipman who lost his arm then led an assault was in the 15 year old age bracket.
