I cannot find anything that gives the Base Frame for a Noble.

Good question - I'm not seeing a reference to Noble's having any default fame except for the page you're calling out. The errata to date (0.6) doesn't have anything about it either.

I'll put a question about this into the errata thread - not sure other just asking it again there to try and get an answer.

I did find this in the original beta text - also submitted it for errata:
