The degree of control exercised by the central government is far more tenuous than that found within the Imperial region. (I'll have to remember that)

My Theory:

The Empire of Varroerth, typical of Vargr empires, is more like a "king of the hill" vehicle for Charisma than anything else, and in its nearly 1,100 years of existence it has not only changed hands, but frequently changed capitals and wide swaths of border. In a certain sense the empire may more resemble a nation in constant civil war, where the regional governors periodically "march to the Capital" (whichever world is currently the titular capital, that is) and fight it out, fleet to fleet, perhaps ending with a duel. The empire is large enough to attract all sorts of fleets, as well: if a popular leader in Tuglikki, Provence, Dhuerorrg, Knaeleng, Fa Dzaets, or Ngathksirz Sector wants to get a proper shot of Ultimate Charisma, then he may fly his fleet into to Varroerth and try to take the throne.
 
Ngathksirz Sector, rebuilt

Attached is a regenerated Ngathksirz sector. I've kept the first instance of a worldname and UWP. That means most of the worlds have the same name and UWP as before. All trade codes are regenerated... which means it is possible that some non-computed ones dropped out. Duplicate worlds -- i.e. errors in the original transcription process -- are regenerated using T5's rules and random Aekhu names.

Extension codes are new. Stellar data is new, as well, but Don or any committee can change that for all I care.

It's not final. It's not official. There are TL issues to think about, as well as population issues.

Seventy billion vargr on a TL 15 Industrial world. This is not a capital world: this is the shipyard for the empire's navy.

PROVENCE

We probably have more data on this sector than Tuglikki (for example). I figure it has always been a rough place with continually changing hands, even with the current domination of Varroerth.

KNAELENG

And here's an interesting thing. In the middle of Dhuerorrg sector is a pocket empire named "Members of Knaeleng"... but Knaeleng sector is easily 40 parsecs away. I'm thinking this is a spinward remnant of a larger state that was centered on the edge of Knaeleng sector, and Varroerth swept in during some changes of leaderships and shattered Knaeleng.

In short, a catastrophic change, rather than a typical "civil war charisma" change.

That might help explain the "Akhorgh Seperate" and another, larger "hole" in Varroerth's scope.

Knaeleng, Kfeng, and Ksinanirz

I ALSO note that the coreward parts of Knaeleng, Kfeng, and Ksinanirz appear to be a genuine frontier.

I suspect there may be two Imperial Navy-operated, human worlds somewhere around here. Leased property, maybe?

"Sparsely-populated frontier systems" of mixed origins (per p.47) begin to represent significant parts of coreward space, starting with the row including Ksinanirz, Zao Kfeng Ig Grilokh, Knaeleng, and so on. The next row coreward is essentially empty of vargr except for four tiny pocket empires.

WARGAMING NOTE

I see an opportunity in Ngathksirz Sector to create multi-cultural regional arenas for fleet battles; i.e. for miniatures wargaming.
