You can know that certain ones will be in groups - for example, you should probably roll the first two dice at once for the Ether (which will almost ensure the 5+ needed on the general research). If you want to roll two dice at a time on researching a device, use the rollv tag rather than roll, and you apply them in sequence. You won't want to do this for ones where the research target is a negative number; ones where it's a positive number, such as the gas turbine (4), you may want to. The first die is unlikely to hit, and even if it does, it's not going to be more than a 3. The second die merely needs to be higher than 1st die-3 to be an improvement; if the first die was a failure, then the second is read as a second try.

Note that there is a maximum implied efficiency of 6 for most devices, and, as I read the rules, for many (any with a target number of below zero) higher is only attainable on the first die.

An inertial locator? Sure. But note that it's Precision Machinery (28, 4), not the same stats as the orrery.
