They don't appear to be on the GT CD's.
They are not available on SJG's Warehouse 23.
I suspect license issues.

They were part of the deckplan sets from SJG, not separate products.

And the deck plans, if you can find them now, are extremely expensive.

Card board heroes are in the Classic Traveller Apocrypha II CDRom I think. I assume they are the SJG product.

Those are the original 15mm Cardboard Heroes. They are much older. Amazing for all that, though.
The GT Deckplan sets from much later had 25mm Cardboard Crewmen in each set. Those are hard to come by.

Just ordered the GT GM screen which comes with a bar deck plan and cardboard heroes.

Print at 166% to get 25mm, or 200% for modern 30mm...

the GURPS Deckplans CD has the cardboard heroes as well. I have a tin full of them and actually used them in a game. Did not think about resizing the print factor.
And most printers will take card stock which is what I printed mine out on.
So for $35 or so from FFE you can get the CD and print out as many copies as you want. Probably a lot cheaper than finding the original printings.

They were in the MegaTraveller bundle of holding from way back in Mar 2015.
Granted, that's not much use now, but if you bought it at the time and forgot about it, then it's lurking on your hard drive somewhere
