Default Mongoose Traveller Bases

So 1e had an extended list of potential bases in world gen. In addition to the traditional Naval and Scout bases, we could get Research stations, Pirate bases, TAS hostels, and Imperial consulates. Only Research and TAS hostels were carried forward into 2nd edition.

Could you generate these bases in any other edition? T5 and various other editions allow designation of Research Stations via referee fiat, but I don't recall a process to generate them randomly.

Does the OTU even have Imperial consulates?

Doesn't seem there would be a problem using the 1e rules for additional bases with 2e world gen. They are almost identical.

You could also port over the factions and population quirks rules as well.
