Default Is It Time?

RW question for you... Is it time that we (the industrialized nations) formed an international "Space Academy" somewhat West Point style, in order to centralize education , training, and R&D for space exploration. It would begin with students at 9th grade, educating on thru to post-graduate work. Students from any nation would be allowed as long as they met the criteria with no cost to them other than living expenses.
Member nations would be responsible for tuition and fees as well as a portion of the costs, based on GNP (yeah, the USA takes it on the chin again.)

If it were semi-privatized, patents could be issued with receipts going to cover expenses (think if NASA were allowed to hold patents that came from the R&D for the space program. They would be a little better off as far as funding goes.)
A division could be responsible for safety of non-government space craft and for training and certification of space personnel in the private sector, as well as saftey and standards of space ports.

So, am I wrong. I know that there is a lot going on in the world politically, but I think if we were to wait to do worthwhile projects, nothing would ever get done.
So, is it time that we, the science-loving community, start putting pressure on our leaders, or is it just all a pipe dream?
