Yea, most definitely yea.
I run an on again off again Culture based campaign using CT (ok with a few house rules but mostly just CT) and have found Mindjammer Traveller to be an incredibly useful resource. Converting from the MgT version of the rules upon which MjT is based to CT is a pretty easy task

The beauty of CT LBB1-3 is that the ref is free to make such decisions for themselves.
