Okay, fine, point still being that an age of sail empire ran prisoners off to faroff lands and with not a lot of concern for humane delivery. I'd think they would have used low passage in a heartbeat.



Indentured servitude and slavery would be another potential use in a punitive/don't really care about safety sense.

I'm not disagreeing. In fact, if you assume that various powers within the Traveller universe do indeed have prison colony worlds and such it would make sense to have a sort of prison ship with say a thousand plus low berths aboard to haul all of society's refuse to those dumping grounds.
Stick a space station in orbit of the planet to do the transfers and prevent anyone from just showing up to rescue someone placed there and you're in business.
That might even make for a good scenario. Prison planet. You can make big bucks going there to rescue some prisoner put there. You have to dodge the guard space station(s), then when you get on the planet you have to worry about the various prisoners (other than the guy you're there to rescue) trying to take your ship, or maybe some crazy ones trying to destroy it forcing you to join those stuck there... Lots of possibilities...

I'd make the low berths mobile, so they could be transferred from ship to ship without needing to wake up the occupants.

That is exactly how I am handling the situation as I type.

A 'portable' low berth, that just plugs into the ships power grid.

Or bug hunters in low passage, that the rest of the passengers weren't aware of, plus a civilian consultant, a megacorporation Mister Johnson, and an android.

One of the Space Above and Beyond episodes dealt with clones on a transport in suspended animation of some sort, and.... things go wrong.
