Don't confuse precision shooter with 'sniper'. The latter is someone who shoots at you from concealment - pretty typical in counter-insurgency and similar operations. He's not necessarily a dead shot.

And as noted, you don't travel alone.

And isn't being a PC all about the gear? (and of course, breaking stuff)

Given the amount of firepower that P.C's usually have, then they've shown some restraint, with said building, i.e it's not a pile of rubble....
