The old Sierra CDs will only install one time, and if you have Steam, then you'll get conflicts because of old code. I think you mean CDs, not floppies. I seem to recall that the game has its own soundtrack which came as standard CD audio "after" the data.
My best advice is to simply purchase the game on Steam, and then follow the instructions on how to add maps. I think they go in the resource bin file, but don't quote me on that.
There's some pretty good stuff out there. There's some pretty bad ones too. I think mod.com is the monopoly on addons these days, but I haven't checked in some time.

no, it's a read-only cd. it installs and starts just fine on xp, but then says "there's a known conflict with this game on xp" and drops back to desktop.

It should install just fine on XP, and work too. Check to see that you don't have it running in compatibility mode. A work around is to sneak the latest patch onto a thumb drive, and after you install, then let the patch do its thing. For XP HL needs a patch or two. Getting the final patch with the hidef graphics is your best bet.
Win10 is incompatible unless you go through Steam or another third party vendor. That's the issue with CD installation, even if you go through admin or compatibility mode. One Win10 it should work once, but once you install it, don't reinstall it without cleaning out your registry, because it'll just crash with its antiquated coding.
Sorry you're having troubles. I think the Steam version is only a few dollars.

The XCOM series take place (mostly) on Terra but involve fighting alien intruders and their craft. Highly recommended, both UFO Defense, Terror from the Deep, and Apocalypse from the 1990's and XCOM and XCOM2 from the 2010's.
These are all old-school turn-based computer wargames with a combination of strategic management and tactical squad-level combat (i.e. a squad of Terran troops vs. a squad or so of alien intruders).
I also recall Freespace 2 very fondly, and might even return to it one day, despite its considerable age.
