Default Starport A; Population 0

So, it's possible to roll up a system (in many different versions of the game) where you have a population of zero, yet a Class A starport.

I can think of a few rationales for this, as in the planet was once populated but the locals have since died off, yet the Imperial-run starport remained. However, this sort of bugs me. It seems the population staffing the starport should be included in the population figures for the world, especially if they're the only people around. And wouldn't a class A starport have at least a hundred or so people working in it?

What's your rationale for this? How do you handle situations like this?
