Default Questions about book 6 extended system generation

I have a couple of questions about the extended star system generation from book 6:

1) When planets are in the outer zone of a companion star that itself is in the habitable or inner zone of the primary star, do they count as being in the habitable/inner zone?

2) When rolling for a captured planet, it could end up being in an orbit that has been made unavailable by the presence of a companion star - should this be allowed?
