I cannot remember where I read about the Federation of Arden and their separation from the Imperium, but I'm sure its out there somewhere.
Does anyone have any information on this?
I'm also trying to figure out how they can maintain their own region of space when they only have 2 planets in their Federation with jump-capable tech levels.
Any ideas?

I got the impression from my last unfortunate visit there, that they do well in the shadows of the Imperium and the Zhodani by playing the two superpowers off against each other, declaring on one hand that it is an "open government" but on the other using the openess as a device to breed intense forms of espionage from all quarters... the Ardenese spy on the Imperials, who in turn spy on the Zhodani, and all the permutaions in between and vice versa.
In my breif visit, I had my speeder stolen, shot up, and returned, My Starship's power plant sabotaged, ostensibly by the Zhos, and was nearly assassinated (the fourth of such attempts in my career) exiting a Starport for one of thier cities... did I mention the attempted Kidnapping?
They also practice a form of legalized slavery, by hiring well for their rather impressivly productive corporations, while at the same time making the cost of living so high that most employees accrue debts that they must work off in order to leave the system, in most cases an impossible task.
The surveys listings of the System's Data is accurate for the most part, save for the fact that they have neglected to mention the several higher tech Starship production facilities that have been placed in most of the systems, capable of producing a good amount of Starships up to TL D in sophisitcation...
There are some decidedly fishy things going on there, and my report to the Spinward Dukes highly recommends a dissolution of the area, in the interest of closing the door on Zhodani espionnage activities...

2. in GT Behind the Claw- set in the GT alternate future- 8 controlled systems, and is described as a neutral state used as a meeting place for diplomats etc.
3. in TNE Regency Sourcebook- 8 systems, one more recently lost to the Regency
