Why not set it in Magyar Sector next to the Solomani Rim? Lots of work done in the rim already and you have politics, splinter Solomani colonys, and lots of free space. This gives you a tie in with the old stuff and is within striking range of some of the old sectors of other companys. There is even a chunk of Imperial territory to make things interesting.
Raids, Spy jobs, Hardcore holdouts and all sorts of fun stuff. And then there are the Aslan to deal with.

Trying to wrap my head around that one, but I guess you could have a dichotomy like that. (Haven't seen that source yet, so I can only guess maybe they have transporters, or psionic teleporters to orbit, or Stargate-like gates on the planet, so they don't need rocketry tech. But it is possible to explain that away  )
On some levels, China is TLA today, but in space they are on some levels at TL6/7. For that matter, the US is on some levels at TL7/8 in space, as well. Even Europe. The world today in 2010 is a perfect way to explore differing TLs in the Imperium. There are still a number of peoples down at TL0-TL2 on Earth today, and they are protected (or, if you will, 'interdicted'). A lot more societies...many thousands of communities...are perhaps at TL 3. So you don't have to look very far from your window to find those kinds of disparities. (TLs based on CT concepts. T5 should have rather dramatically revised TL tables, I imagine.)

Are you thinking of the Sabmiqys? It was in an early Challenge magazine - Challenge 28 ( http://traveller.wikia.com/wiki/Challenge28). The aliens also get a mention in a later MT product (maybe a DGP one). However, their world is in Antares, not Deneb.
They are TL17 and interdicted though - and have a big secret (to do with their 10,000 year lifespan longevity).

Don't be too worried... it's got 100 pages of useful diagrams, and 400 pages of tables...
Actually, I've found some of the forms and tables quite useful in non-T5 games.
I can't stand the T4.5 CGen. (It's not 4.2, but it's still grounded in T4)
