Default Space Combat Movement

The Traveller Core rules give a value for "Thrust to Change" along side the range bands in orde to govern maneuvering.

The MT2300 book has not such reference, instead they give a range of light seconds for each category of range.

Their ships have a "tactical movement" rating, which is supposed to be used like thrust. So.. has Thrust to Change been replaced by the bands within each category? You move across the bands linearly instead of from category to category by accruing enough thrust?

Example - Medium Range has 2-5 bands according to the chart. My ship has a Tactical Movement of 2. I am at close range (band 1) so I make a move to increase my distance from my opponant and move from band 1 to band 3, now in the middle of Medium Range.

Sound right? Or are you still supposed to use the old Thurst to Change values with the bands being used for sensors and weapon ranges only?
