Considering the Clement Sector was cut off by the Conduit collapse in 2331, have advances like these fuel cells or that railgun sniper rifle passed by shipbuilders and weapons designers there because they didn't have access to the tech and such?

Why does the fuel cell example give a duration of two weeks while the fluff text says they last a year?

Er it says the fuel cell provides enough fuel for 1 year in both the example & fluff?

Standard duration for a fuel tank is two weeks. The fuel cells will change that duration to a year.
