Looks interesting. Which system was it created in MgT, T5, something else?
Why TL9/B? Is it early 3I?

Default CT Bk5 HG, using Bk4 HMD as the 100t Missile Bay (and ammo calcs)

Designed using CT Bk5 HG
TL9/B is just the TL of the ship, it was designed @ TL9 with room for a TLB J2 Drive space reserved, has TL9 Ar2 which with a new hull could go to higher factor, the TL9 limits the Computer model to /3. Sort of the types of ships the TLB limited Vilani Bureaus used (and probably still do). For use in modern day traveller, this would be a good provicincial type vessel, contributes MslBays to the fight, has on board troops for boarding and mop up. It's J4 capability, at least in range means it can ply the trade routes, or go exploring. Functions well enough for wandering a subsector on patrols, or at least driving off M3/3G+ vessels. For major fleet actions, any hit is usually a kill, might as well have all the lower tech stuff blown up when it's all about delivered missile volleys. Tried to work in ammo, the tonnages are just by weight of rounds, IMTU I am leaning toward the HG Missile bays being Bk4 Mass Drivers. Actually on that note I'm leaning more toward the Hvy bay being 2 of the lighter, with the 50t bay one, this is sort of a work up of it, and the 150kg round size of that (plus 12 crew) just sort of feels right. It could easily be used as a bellweather grand military ship for many TL and Pop limited worlds in the Imperium. So these would be more off the beaten track, with the added advantage of being able to be supported by IISS Way Stations. Any rumors that the IISS have a fleet of these things is pure speculation <s>.
Serves as a good backdrop, is actually (sort of) for campaign and flavor, just a take on HG Missile Boats. Has enough room for Mercenary outfit transport, enough cargo (assuming no nukes) for vehicles and such, 4J1//2J2 range, up to 100+ troops (centurions anyone?). @ 2100t fuel could be used in squadrons as refuelers for High Guard GG refueling, like that.
It's mostly a design for a bygone day of GunBoat, er, I mean GunShip "Diplomacy" <enter chosen Empire designation> because, um, Suns in Space Never Set? Turns out as like with larger SDB, Destroyer type design, and has similarities to Trans-Oceanic Nuclear SLBM type um, "doctrines". it's naval (water) displacement tonnage, could be taken as a space-borne wet navy battleship Or it's the super high tech next gen SSBM fleet. Working on additional along this line, a 7.5kt with greater BL, Sand Battery, also 10kt range "Scout Cruiser". These are examples of escort type ships.
Plus just in perspective for HG fleets, 2880x1Mt nukes enough to threaten a world? Many backwater worlds would be glowing glass sort of thing. It's cheap enough per some peoples' budgetting to have them everywhere.

Why TL 9? The First Imperium was at TL 10-11. In fact the J2 was the Imperium's advantage over most of the upstart trouble makers who challenged them. The Terrans getting J3 and Meson guns rocked their world.

Well they have no problem with tried and true, either. It's a matter of more fully using one's shipyard capacity for production, also a practical matter of the ship can be maintained/refit at a larger number o lower-tech worlds "in the field". Vilani as well didn't really innovate per se by my reading. They were also very harsh on those "upstart" worlds and very adamant about retaining monopoly on Jump travel *at all*, it being only by them, at least my take on it. I'll admit to being influenced my the Melieu 0 for T4, which I rather like.
Alternately this could be something developed by a fringe world. Think TL7/8 that recovers a Jump drive through seizure or crash or some such. (maybe with financing available from a MegaCorp for a little TradeWar Ex-Imperial territory action <s>: You provide the hull and drives, we'll get you all the nuke missiles you want and provide a J Drive just, um...)
TBH IMTU it has to do mostly with economics, it's a lot cheaper especially for bigger ships to have small drives. like check the 10kt SS Strake class, capable of J2 with backup drives (can demount a set and create a 5kt JMP4 vessel or go 2 years without maintenance), J1/2 w/ ~10kt cgo, or to J5M4P6 with TLD+ Pwr plant. Same drive used in a 20kt mainline 2J2 freighter, stuff like that. Same hull, just re-engined. Oh live large build a higher TL hull for an additional AP. It's quite possible to mount like TLD+ weaponry on these things. This ship was part of that working up actually lol. For non-time critical situations, there isn't necessarily any great advantage to higher J Number.
In interstellar warfare, a small fleet of these things, even though low Jn, can actually deep space empty hex travel, and it's essentially impossible to find ships out in the deep dark beyond (hence the submarine metaphor), and if/when they get there or meet anything, they can actually stand to and fight, and then head on out 2 systems away for the secured GG refueling (or multi-kiloton fueler, like an SS w/ 10kt of fuel jumping in at J2/4 for resupply). Sort of thing <s>.
Plus I just sorta like ships travelling for over a month to get somewhere, because they actually shanghaied, I mean um, "recruited" some personnel for the boarding actions, and they need like 30 days to be able to at least (sort of) follow orders. It's why Bk2 Army Officers (typically Vilani) have SMGs, and they um, keep the troops in front of them <s>.

All other things aside, this is an 5000dt Imperial warship not a scout. The lowest warship TL we've seen is 11 in MT. Who would seize it? Traveling 30d has little to do with a TL9 structure. I would believe it as a TL9 system/planetary navy vessels, perhaps produced by a Vland sector world, but not 3I Navy. Possibly a world that purchased or where they did seize TL11 jump tech.

Then again, as I always say, It is YTU.
