Default Foreven Sector Questions

Foreven Sector.

Foreven Sector was declared a Referee's preserve initially years ago. Is that still true? Or is it being written up officially?

If Foreven Sector is still considered a Referee's preserve and unofficial, can a free PDF be created using Classic Traveller for what an individual Referee envisions it to be? Can that PDF by made available for download as long as it is not charged for? Would it be considered an Alternate Traveller Universe and be the IP of the creator?
