I don't think a penalty like that would have a good effect on the game. Mages in combat have enough obstacles to overcome without stacking the deck against them even more.

Understood. You're coming at it from a game design standpoint, which is something, always, to consider.

I was trying to reconcile the casting description and the game rules.
