			<content:encoded><![CDATA[<div>The Others are, kinda by definition, the throw away service of the original six, and when the game gets expanded with some additional rulebooks, adding in cool services like pirates and nobles, they are seldom seen again.<br />

However, this seems to ignore their potential.  Several editions of Traveller have hinted that the Others are connected to the underworld in some way.  Still, this would make them just another sort of rogue, unless they were an organization of some sort.<br />
<br />
I &quot;upped&quot; them, by turning them into a nefarious, loosely organized shadow government /crime syndicate, who's true goals and leaders are not even known to the membership.  They may even have access to strange aliens or forbidden technologies, no one really knows.<br />
<br />
What's more, no one ever truly &quot;retires&quot; from being an Other.  The Others can always call on you for a small favor now and then...  Failure to answer favorably can have unfortunate consequences.<br />
<br />
Similarly, any Other will have a contact that will allow him to call on the organization for help.  This is similar to membership in the Traveller's Aid Society, except that it takes the following form:<br />
<br />
Once per month, any Other who has not betrayed the organization (best not to think about the consequences of that) can petition the Others, informally, for a &quot;favor&quot;. This takes the form of a single bonus of 1D-2 skill levels to a single roll of Bribery, Forgery, or Streetwise skill made by the character.  Note that if the 1d2-2 roll ends up as 0 or -1, this simply means that the organization would not or could not help in this particular situation,  it does not penalize the character's chances.<br />
<br />
Obviously, this is not something that can be pulled out &quot;on the fly&quot; or in the middle of a firefight, but must be set up in a manner that the Ref agrees is reasonable under the circumstances, based on the PC contacting the Others.  For example, an Other PC could not simply decide that he was going to use this roll to add to his Streetwise skill to question a thug he just met in an alley.  However, if he knew that he was going to need information on a recent rash of warehouse burglaries, and wanted to use bribery on a local official for this purpose, he could use the roll to set up a little &quot;pressure&quot; on the bureaucrat for this purpose, though it might take a few days or even weeks to accomplish, as the ref's discretion.<br />
<br />
My idea for this came from Gordon Dickson's Dorsai novels, in which the nefarious Others have become the most insidious threat to humanity.  Also think the Orion Syndicate and Jabba the Hut.  Though they are by no means omniscient, omnipotent and omnipresent, the thought of angering the Others organization as a whole is enough to given even the nobles of the Imperium a moment's pause.</div>

I have maintained for some time that my Traveller work for QLI was on a first-rights basis. In fact, the rights issue was never discussed and no contract was signed transferring the rights, creating something of an open question. The default is that if no rights were transferred then they are still mine.<br />
<br />
The payment received for my work was commensurate with first-rights, which further supports my assumption that I retained rights to my work. (This of course refers to work which was paid for. Anything that the client failed to pay for remains mine, obviously).<br />
<br />
However, since I wanted to be absolutely clear on this matter, I have repeatedly asserted my position: that all of my work for QLI was on a first-rights basis. The first instance was in a joint email to Marc Miller of FFE and Hunter Gordon of QLI in early 2007. My assertion was not challenged. I have since made this asserition on other occasions, and it has never been challenged. Indeed, Marc Miller stated that he supported my position regarding my work.<br />
<br />
This has now become relevant. With the sunset of the QLI license in August 2010, publishing rights to my work for QLI now revert to me. This does not affect any other licensee - T20 remains the preserve of QLI, whether it is available or not - and the OTU is the sole preserve of Mongoose Publishing. So quite obviously I cannot simply reprint the Gateway 993 books as is. They contain some parts not written by me; I am not claiming ownership of anything that I did not write and can therefore not use these books as is even if I were to somehow obtain a license to do so. Which isn't going to happen...<br />
<br />
However, this does leave me with a large amount of text in the form of adventures, sourcebooks and parts of other books. I own the rights on this work and can do whatever I please with it. Rather obviously, I'm hinting here that I intend to republish some of it in a different form.<br />
<br />
As I said a few lines ago, I am not at this time in a position to discuss my plans but what is likely is that some or most of this text may resurface in a new format, in a non-OTU background and devoid of any T20 content. What will not be happening is infringement of anyone else's license or rights.<br />
<br />
The short version is: My contribution to Gateway 993 etc will not be lost when the QLI license sunsets... My adventures and other work will reappear in due course. Prepare to be impressed....</div>

Ok, lets make sure I have this strait.<br />

The Third Imperium dosnt rule worlds (well it does rule a few worlds, but not many), but rather the space between them. They have set up a few simple rules, and collects a small reasonable tax, that if your worlds government agrees to abide by them and pay the taxes, your world becomes a &quot;member world&quot; and the 3I will let your people off planet to engage in trade with your interstellar neighbors and engage in interstellar tourism.<br />
Other than those few simple rules, they dont give a stabbed rat how your world is run, but if your world dosnt enforce those few simple rules, or pay its taxes, your world is red-zoned and cut off from the interstellar scene.<br />
Also, the 3I usually claims the best starport onworld for their, in effect, embassy and extra territorial zone, and station a &quot;Noble&quot; onworld to act as an interface for your worlds government and the Imperial Moot. Occasionally they make someone form a joining world the local Imperial Noble to smooth over the transition.<br />
The Third Imperium also occasionally builds a base of some sort on a world or in a system for their own use, probably working with said worlds government to do, probably as a form of economic stimulus. They also provide a mail service for its &quot;member worlds&quot;.<br />
As an added bonus, if your world is in good standing with the 3I, aka &quot;a member world&quot;, you may choose to claim Imperial Citizenship as well, kind of like claiming membership in the United Nations.<br />
It all seems pretty simple really. <br />

So far it reminds me a bit of the Farscape Peacekeepers, or at least having the potential to go that way.<br />
